Blue Lagoon Strategic Plan
Discover how Malta is redefining its approach to one of its most iconic natural landmarks. The Blue Lagoon, designated as a Natura 2000 protected site, is entering a new era – one rooted in ecological respect, accessibility, and thoughtful design.
Respecting nature, restoring calm
In partnership with internationally acclaimed Mizzi Studio, the Malta Tourism Authority (MTA) is spearheading a comprehensive Strategic Plan to restore the Blue Lagoon’s natural integrity and manage visitor access sustainably.
Key goals include:
Replacing existing installations with ecologically sensitive designs
Enhancing public access through CRPD-compliant pathways
Upgrading sanitation and food outlet areas
Introducing an information and enforcement centre
Reducing visual clutter with coherent signage
Strengthening Comino’s identity as a protected natural retreat
“Our mindset about Comino needs to change. It is a unique and fragile place and we must treat it as such.” – Hon. Ian Borg – Deputy Prime Minister and Minister for Foreign Affairs and Tourism

Summer 2024 saw over 12,000 visitors to the Blue Lagoon at peak hours. This new system will cap visitors to no more than 4,000 at any one time to safeguard the area.
What’s changing
Summer 2025 marked the start of a phased implementation:
Safer and expanded swimming zones
Additional sanitation units
Enhanced waste management systems
Increased enforcement and on-site visitor guidance
These measures are the result of collaboration between several ministries and authorities under the umbrella of Team Blue Lagoon.
Vision for 2026 and beyond
The full transformation, including redesigned facilities, stakeholder engagement and improved accessibility, will be complete by summer 2026. The vision is simple yet bold: a Blue Lagoon and Comino that breathe again, where nature leads and people respectfully follow.
“We want locals to return to Comino with the same affection and awe they once felt as children.” – Jonathan Mizzi – Director, Mizzi Studio
Shaping Comino's future together
Public engagement is vital. Over the coming months, designs will be shared for public review and input. Stakeholders, including environmental NGOs, will play an active role in shaping Comino’s future.
“This strategy fully reflects the principles of the Malta Tourism Strategy 2021–2030—rethinking for revitalising.” – Carlo Micallef, CEO of the Malta Tourism Authority
