Profile
Dr Charles Mangion is a notary and veteran public servant whose career spans decades of leadership across both the public and private sectors. On 14th February 2025, he was appointed Chairman of the Malta Tourism Authority, bringing legal, political, and senior-management experience to the role.
Political Life
Dr Mangion entered Parliament in 1987, representing the sixth electoral district which is a position he held continuously through successive elections until 2017.
During this period, he served as Minister of Justice and Local Government (1996–1998). In May 2003, he was elected Deputy Leader of the Labour Party for Parliamentary Affairs, a role he held until 2008. Furthermore, in 2008, Dr Mangion served as Acting Leader of the Opposition.
Leadership in State Enterprises
Beyond politics, Dr Mangion has held several prominent positions throughout his career. In April 2013, he was appointed Chairman of Enemalta, Malta’s national energy provider. Later, in 2017 he took on the position of Chairman of Air Malta, the national airline. These appointments reflect his experience in governance at high levels in sectors crucial to national infrastructure and connectivity.
Role at the Malta Tourism Authority
As Chairman of the Malta Tourism Authority, Dr Mangion leads the organisation responsible for shaping the strategic direction of tourism in the Maltese islands. Under his guidance, the MTA continues to implement a long-term vision focused on quality, promoting sustainable tourism growth, enriching visitor experience, and diversifying tourism beyond seasonal peaks. This approach aligns with Malta’s 2021–2030 tourism strategy, which emphasises responsible growth, cultural and heritage tourism, and year-round visitor engagement.
Today, Dr Mangion’s leadership at the MTA is seen as essential to Malta’s transition from volume-based tourism to a diversified, high-value, sustainable tourism model, balancing economic growth with heritage conservation and community wellbeing.
